November 17, 2020

Effective October 1, 2020 for new applicants for a used dealers license.

  • Removed the ability to have 10 spaces or less;
  • There must be a permanent barrier;
  • The office has at least a contiguous 180 square feet with walls of a hard surface.
Effective January 1, 2021 ALL current and new applicants of a used dealers license MUST maintain 25 hours a week with 10 hours being Monday through Friday 9am - 5pm.

The POD Temporary Tag implementation has been moved to the evening of Monday, June 29th. Please make sure that you have enough inventory on hand to get you through the weekend. We apologize for the inconvenience.

June 23, 2020

The new POD Temporary Tag will be available on June 26, 2020. The BMV will discontinue issuing cardboard temporary tags to dealerships after the release of the POD temporary tag. The POD process will be available for both standard and motorcycle inventories. Read more.

Non-Web Enabled Dealers are to sell all current stock of cardboard temporary tags. Once all current stock has been depleted, there are two options available for temporary tag sales. Read more.

June 16, 2020

The BMV will be implementing a print-on-demand temporary tag, which will allow you to print the temporary tag and registration right at your dealership. In addition, that means you no longer will need to wait for delivery of temporary tags. Read more.

June 11, 2020

There will be a public hearing for A.C. 4501:1-3-08 via teleconference on April 7, 2020 at 9 am. Directions on to how dial into the public hearing can be found HERE. Due to the COVID-19 and the stay at home order, we ask that either you submit comments via email or join the teleconference. We are not permitted to have gatherings of individuals at this time.

March 31, 2020

As you know, the Governor announced that all public, in-person transactions are suspended at 181 Deputy Registrar License agencies effective end of day March 18, 2020. At each agency's discretion, however, they have been advised they can continue fleet and dealer transactions on a drop-off/pick-up basis only. Dealer and fleet runners are not permitted to wait inside the agency during processing. Work with your preferred deputy registrar to set procedures.
Furthermore, County Clerk of Court Title offices have either closed completely, have limited hours, and services. Work with your preferred title office to set procedures.
The Dealer Licensing Section and the Ohio Department Of Public Safety are at minimum staffing levels due to the instruction of Governor Mike DeWine. Please expect to experience delays in both phone, email response and application processing. With half of the motor vehicle dealers and auction owners expiring on March 31st, our first priority is to ensure all renewal applications get processed in a timely manner. All other applications will be processed accordingly. We encourage dealers to use Dealer Online Services to access available online transactions.

Effective March 20, 2020, all temporary tags issued by dealerships will be good for 90 days from the date of issuance. For those customers who are currently driving on a valid 45-day temporary tag they may visit and purchase a hardship temporary tag.
Please note: All hardship tags will be mailed to the address that was registered with the previous temporary tag.
For those dealerships who do not sell temporary tags, they may direct the customer to visit and purchase a temporary tag. The temporary tag will be mailed to the address that is input by the customer at the time of purchase.
The online temporary tag services are being implemented after serious consideration of the best available information relative to the health and safety of our network of partners, dealership staff members, and the public at large in efforts to expand current statewide risk mitigation strategies for preventing the spread of the Corona virus – 19.

The BMV is currently taking preventative measures as instructed by the Governor of Ohio and the executive order declaring an emergency for the state regarding the COVID-19 (corona virus). As part of the preventative measures, we are cancelling the Motor Vehicle Dealers Board meeting on March 24th. We are in the process of sending cancellation notices to all parties involved. As of this time, our next scheduled board meeting is May 19th. Any future changes to the board schedule will be updated on the dealer licensing website as we receive them.

March 10, 2020

Dealers asked and the BMV listened. Coming this month, there will be the additional payment option for online services to pay with a credit card. Using a credit card does come with a service fee of $1.75 or 2% (whichever is more) of the total cost of an order. A third party vendor not the BMV charges the service fees, and the BMV does not retain any portion of the service fee. NOTE: The option to pay using an electronic check will still be available with no additional service fees.
*Credit card option will not be available for dealers that have unresolved returned checks. Please contact the Tax Distribution Section at (614) 752-2084 to resolve any outstanding fees/returned checks.

Ohio's new Notary Modernization law goes into effect on September 20th. Per the Secretary of State's Office, the applicable Rules will go into effect on September 22nd. For further information regarding the law changes please visit the Secretary of State's website.

September 19, 2019

As you may already be aware, the BMV is diligently working on the Temporary Tag issue regarding the tag number falling off. If a customer returns to your dealership with a temporary tag and the tag number has fallen off, you will need to issue a REPLACEMENT temporary tag. The BMV will be reimbursing dealers for those temporary tags that are being replaced due to defective material. Further details will be provided when available.
  • Display the temporary tag in plain view in the rear window of the motor vehicle as permitted in the Ohio Revised Code 4503.21(A)(3).
  • Make sure you keep track of any replacement temporary tags that you have had to issue.
  • Please watch the announcements for updated information regarding the temporary tags reimbursement process.
NOTE: If your customer goes to a Deputy Registrar (local BMV) to obtain a replacement temporary tag, they will be charged at the full price of $18.50.

New Title Design and Size May Affect Dealer Management Software Systems
The BMV is excited to report that a new Ohio Certificate of Title will be introduced and implemented in multiple phases beginning mid-January 2019. The phased implementation will occur over several months, county by county. Dealerships who utilize DMS may need to have their vendor make adjustments.
